As time goes by, everything in nature can be changed, achieve higher level, when deserving, Master Tran Trieu Quan has been promoted to the highest in ITF rank,
by ITF promotion committee, is quite remarkable reward, especially with special assignment to lead & contribute to the world of Tae Kwon Do, Gm Quan has been a great Taekwondoist, recognized by late Gen Choi, Supreme GM Nam Tae Hi, other TaeKwon-Do pioneers, ITF & WTF elites, and I would like to support the honouring promotion, as Grandmaster rank, IX Dan, based on great TKD spirit!

Dear President Tran,
As Chair of Masters' Promotion Committee of the ITF and on behalf of the ITF-USA, I am glad that the President of the ITF was promoted to IX Degree from December 2008.
5 years ago I planned to propose that you should be promoted to IX because you were elected President of the ITF. I thought that the 1st. legal successor of Gen Choi Hong Hi should be IX Degree, but you said to me that you should respect the ITF rules and you feel that it was not necessary to be IX Degree to run the ITF successfully. I agreed with you and over more than 5 years in the position of President of the ITF, you did many good and unbelievable jobs. If I was in your place, I am sure that I would not be able to do good things like yours.
In the occasion of the beginning of the New Year 2009, I wish you to have more mental and physical strengths to run the ITF. 2009 should be a most beautiful year for the ITF under your leadership and I hope that I will have more chance to cooperate and harmonize with you to build our ITF better and better.
